Job description:
Greater Portland Metro is looking for a Transit Operations Assistant Manager to join our team! This role supports the Transit Operations Manager in overseeing the daily operations of our bus service, with a strong focus on safety, efficiency, compliance, and collaboration.
As an Operations Supervisor, you will:
Support the day-to-day service operations, ensuring smooth, safe, and reliable service.
Lead and oversee Metro’s operations training programs.
Implement vehicle safety initiatives and agency-wide accident prevention programs.
Assist in developing and implementing policies that support Metro’s mission and goals.
Work closely with staff to motivate and support them, while ensuring compliance with federal regulations from the Federal Transit Administration (FTA), state laws, and local ordinances.
This is a Monday – Thursday schedule with 10 hour working days

MINIMUM QUALIFICATIONS
Experience:
- Minimum 3 years in a commercial driving environment; advanced computer skills.
- Demonstrated ability to motivate personnel, communicate effectively, multitask and handle details, meet deadlines, and work independently.
- State of Maine Commercial Driver’s License (Class A or B with Passenger and Airbrakes endorsements).
- Must be able to read, write, and speak the English language effectively.
Education: Associate’s Degree in business, public administration or related field. Applicable work experience may be substituted for degree.
REPRESENTATIVE DUTIES
- Conducts new hire safety and compliance training.
- Provides occasional night and weekend oversight of transit service delivery, staff work assignments, and dispatchers.
- Coordinates and oversees the training of newly hired operators and continuous and recurring training for existing staff.
- Assists the Transit Operations Manager with the day-to-day operation of service delivery and staff work assignments.
- Coaches operators and dispatchers to ensure positive customer experiences.
- Supports the implementation of strategic plans to improve operational efficiency and provides updates on progress, opportunities, and challenges.
- Assists in recommending and enforcing policies and procedures to maintain compliance and operational standards.
- Helps with safety protocols and practices to ensure compliance with federal, state, and local safety regulations for staff and passengers.
- Supports the administration of the collective bargaining agreement pertaining to operations employees, including discipline.
- Responds, as needed, to emergency response situations, such as a major fire, events causing major traffic interruptions, or weather events.
- Supports investigations by viewing and documenting video surveillance of transit vehicles and facilities.
- Investigates safety violations or accidents, writes detailed reports, and reports findings.
- Manages the Training Matrix and all aspects of training documentation and support.
- Generates and communicates agency-wide safety and accident prevention information.
- Facilitates new hire ELDT process, including driving time, roadwork, and licensing.
- Develops and tracks standard operating procedures (SOPs) as they relate to job specific functions as needed.

Essential Knowledge, Skills, and Aptitudes
- Ability to work independently, self-motivated and a self-starter, as well as work well in a team environment.
- Ability to maintain detailed, organized records.
- Knowledge of Federal Transit Administration (FTA) rules, regulations, and guidelines.
- Demonstrated supervision and/or management reliability and quality initiatives in a transportation environment.
- Experience in an operations environment focused on driving performance to goals and objectives.
- Experience fostering and maintaining a working relationship with union-represented personnel.
- Ability to conduct investigative interviews tactfully and effectively.
- Exhibits strong supervisory skills including leadership, training, problem analysis, decision-making, planning and organizing, adaptability and flexibility, time management, and conflict resolution.
- Understands and can implement provisions of the collective bargaining agreement.
- Demonstrated administrative skills in Microsoft Office products, including Excel and Word.
- Knowledge of safe driving practices and methods.
- Dependable, trustworthy, and maintains a high level of integrity with regard to their work.
- Ability to work with a wide variety of people.
- Effective oral and written communication skills.
- Proficient computer skills.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
- Duties performed are primarily inside the operations facility, with some duties conducted outside with exposure to all weather types and conditions.
- Ability to operate basic to advanced tools and equipment typically used to perform the tasks required in this position.
- Physical ability to perform essential job functions including, but not limited to: sitting, walking, standing, stooping, bending
- Pushing/pulling (approximately 20 lbs.)
- Ability to look up and lift/hold objects overhead (approximately 15 lbs.)
- Climbing stairs and ladders.
- Position also requires the ability to hear and speak clearly for effective communications.
