A.     QUESTIONS ABOUT THIS REQUEST FOR RFP

Responses to questions will be prepared by GPM as an addendum to this Request for Bids. All addenda issued will be uploaded to the electronic bidding system for all registered Bidders to view. Please register per the instructions below to receive notice of any changes, clarifications, and addenda related to this solicitation.

B.     IMPORTANT INFORMATION FOR BIDDERS

1. Proposal Must Be Submitted Before the Deadline. It is the responsibility of the Bidder to ensure that their bid is submitted prior to the bid submission date and time. No bids will be accepted after this deadline.

• Electronic Registration. In order to participate in this solicitation, Bidders must register at colbisecurebids.com. This process takes less than two minutes. This will allow a Bidder to view all documents related to the solicitation (including any and all updates, clarifications, and amendments), and to submit a bid.

• Electronic Submission. GPM will only accept bids submitted electronically through our electronic bidding system: Colbi Secure Bids at colbisecurebids.com. All bids must be submitted in strict compliance with the instructions in this Request for Bids. The bid forms include several forms that must be completed and returned with a bid. Failure to comply with instructions or failure to

complete and submit all required forms may be cause for disqualification of the Bidder and rejection of the Bidder’s bid. GPM reserves the right to reject any or all bids.

Greater Portland Transit District (“METRO” or “GPTD”), a quasi-municipal METRO, requests proposals for the manufacture and delivery of fifteen (15) 35-foot transit diesel or hybrid diesel buses (the “Buses”), with an option for an additional eight (8) Buses, in accordance with the specifications, terms and conditions set forth in this Request for Proposals RFP No. 2026-008 (the “RFP” or “procurement” or “solicitation”).
