Greater Portland Transit District (GPM) is accepting proposals for Automated Fare Payment & Collection System until Wednesday, May 8, 2019 at 2:00pm EST.
General Scope
- Greater Portland Transit District (“GPM”) is soliciting proposals for Automated Fare Payment & Collection System for the Greater Portland Metro located at 114 Valley St. Portland, Maine 04102.
Metro is soliciting proposals from qualified companies to design, install and maintain a next generation system of software and hardware that allows for electronic payment of transit fares, including reloadable smart cards and mobile application. This project also includes two other transit organizations City of South Portland Bus Service and Biddeford-Saco Shuttlebus-ZOOM.
This project is funded in part by the Federal Transit Administration and is therefore subject to federal procurement and contracting requirements, and is subject to Buy America requirements as well as certifications of Debarment and Lobbying.
METRO encourages participation by small, women owned, minority, and disadvantaged businesses and supports non-discriminatory, equal-opportunity employment by its contractors.

Qualifications
Firms must be registered with METRO, in order to submit proposals and to receive addendum information, by emailing lshaw@gpmetro.org. Receipt of this RFP directly from METRO confirms registration. Proposals from vendors not registered with METRO may be rejected.
There will be a MANDATORY PRE-PROPOSAL MEETING, via teleconference, on Monday, April 8, at 1:30 p.m. EST. Call in information and details will be provided to registered firms before that date.
Contract will require a Letter of Credit (LOC) in an amount equal to the total proposed for the first full year, including hardware costs. This LOC will remain in effect through full implementation and acceptance.

Metro is soliciting proposals for marketing and creative services to assist with marketing and public education for two initiatives. In late summer of 2019, Metro plans to increase fares, in conjunction with implementation of a mobile fare payment system. Subsequent to that, in early 2020, Metro plans to implement a restructuring of fare types and expand automation to include smart card technology.

General Scope
Greater Portland Transit District/METRO is soliciting bids for the printing and delivery of their Transit Guides and also brochures for each of their routes. This solicitation is for two orders for 2019. Orders in 2019 are expected to be printed in January/February and July/August (see timeline).
There may also be occasional orders to replenish stock if needed. These orders would fall outside of this contract. Quantities for 2019 are a good estimate based on history of use, and at what is expected to be the amounts needed for next year. However, GPTD will place orders based on actual need at the time the order is being placed, which may be more or less than indicated. Variance in quantities is not expected to be significant.

General Scope
Greater Portland Transit District (Metro) is accepting proposals for providing to sell and manage advertising on its fixed route transit buses, which provide public transportation service to the communities of Portland, Westbrook, Falmouth, and Gorham, and bus shelters. Metro currently operates 10 local fixed routes, starting at about 5 a.m. and operate until about 12 midnight, with shorter hours on weekends. Metro has numerous transit pass program agreements with a number of educational institutions. These programs provide unlimited access transit passes to high school students at local primary schools, and unlimited access transit pass programs for students, staff, and faculty at Southern Maine Community College and the University of Southern Maine.
